Following the passing of“The One Big Beautiful Bill Act”in both the House and Senate,an article published in CNBC detailed several changes that it will enact on energy legislations moving forward,namely in ending“long-standing federal support for solar and wind power,while creating a friendly environment for oil,gas and coalproduction.”In the past,President Trump has made negative remarks regarding renewable energy output,including solar and wind power:on June 29th,he was quoted as saying,“I don’t want windmills destroying our place…I don’t want these solar things where they go for miles and they cover up a half a mountain that are ugly as hell.”Several measures under the bill include the opening up of“federal lands and waters to oil and gas drilling after the Biden administration enacted curbs,”a tax incentive“to produce more crude,”and the mandating of“at least 4 million additional acres of federal land be made available for mining.”Conversely,for solar and wind power industries,the bill will lead to a phasing out of“clean Electricityinvestment and production tax credits for wind and solar that have played a crucial role in the growth of the renewable energy industry.”More specifically,it will mean that solar and wind production facilities“that enter service after 2027 would no longer be eligible for the credits”–though an exception was highlighters“for projects that start construction within 12 months of the bill becoming law.”

Kazakhstan Expands Renewable Energy and Digital Infrastructure

An article published in The Astana Times covered a recent meeting held by the Prime Minister of Kazakhstan,Olzhas Bektenov,where it was stated that“two hundred and thirty power plants are operating in Kazakhstan,including 156 renewable energy facilities with a total installed capacity of over three gigawatts(GW).”In 2024,Kazakhstan had reportedly“produced 117.9 billion kilowatt-hours of electricity”and“a comprehensive plan is underway to introduce more than 26 gigawatts of additional energy capacity by 2035.”The article notes that several construction projections emblematic of this transition include Ekibastuz GRES-3,a“low emission coal plant;“a one-gigawatt gas turbine facility in the Turkistan Region”;“and a thermal power plant in Kurchatov.”In addition,additional plans are underway to invest into renewable energy infrastructures within the existing power system;Kazakhstan Electricity Operating Company(KEGOC)is slated to invest a total amount of 2.3 million tenge,amounting to US$4.4 billion,in what is expected to be funding“eight major investment projects.”

Poland’s clean energy usage overtakes coal for first time

Financial Times newly published an article which reported that,for the first time,Poland’s renewable energy output surpassed that of coal production in the month of June–a key development as the“government accelerates efforts to diversify energy production…which despite recent progress remains a major producer of coal and the most coal-dependent country in the EU.”The study,which was gathered by Forum Energii,found that coal made up 43.7%of the country’s total electricity mix,while renewable energies reached just over 44%.These results show a far-cry from previous statistics such as in 2024,when coal made up nearly 60%of Poland’s electricity mix,and“it was also the first time that coal contributed less than half of total electricity output over a full quarter.The author also notes that large amount of“renewables momentum stems from wind and solar power.”Though it was opined by some environmental campaigners that“the solar sector’s growth has also exposed bottlenecks in Poland’s outdated grid and energy storage infrastructure.”Marek Jozefiak,a representative of Greenpeace Poland,said,“This past quarter was a real breakthrough for renewables…But we are wasting record amounts of renewable energy because our energy system cannot absorb it.”

An article newly published in New York Times reported that Gov.Kathy Hochul announced that“New York is planning to build a nuclear power plant capable of producing enough electricity for as many as a million homes in an as-yet-unnamed upstate location.”According to Hochul,the plant would alleviate the issue of“rolling blackouts”that have recently become more common in other states and“would produce half as much power as the Indian Point complex north of New York City that was shut down four years ago.”More details such as the total cost of the project and a general timeline were not mentioned.In recent times,nuclear energy has seen an“resurgence of interest”as states like Illinois,Montana,and Wisconsin have lifted longstanding bans on the construction of new nuclear plants”and in Texas,a$350 million fund was approved to construct new nuclear reactors just last month–a stark contrast from a decade earlier when several states,such as New York and California had begun closing“their older reactors,a move that many lawmakers now say was a mistake.”Though some environmental groups and senators remain wary and would instead prefer increasing funding on other renewable energy projects.In a statement from the Public Power NY coalition,it read that more emphasis should be placed on“scaling up their build out of affordable solar and wind which is the only way to meet the state’s science-based climate goals and lower energy bills.”

Plans to lower energy costs for thousands of businesses by exempting them from some green energy levies have been set out as part of the government's new 10-year industrial strategy.
The measures,which could slash energy bills by up to 25%for more than 7,000 UK businesses,have been unveiled alongside other plans aimed at boosting growth.
Prime Minister Sir Keir Starmer told the BBC the strategy intended to"stabilise"and help"mitigate"challenges to the UK from abroad.
Acting shadow energy secretary Andrew Bowie criticised the plans,saying the UK needed"a serious approach to energy policy"that"tackles the root cause of our high energy prices".

Spain Releases Investigation Results of the Massive Blackout at the End of April; The Iberian Peninsula May Initiate a "Major Overhaul" of the Power Grid
时隔近两个月，西班牙政府于近日公布了4月伊比利亚半岛大范围停电事故原因。西班牙政府发布报告称，停电发生当日发现电网电压激增、但电网和电厂等有关运营机构未能有效应对，从而引发后续严重连锁反应。

Nearly two months after the incident,the Spanish government recently released the findings of the extensive blackout that occurred in the Iberian Peninsula in April.The report issued by the Spanish government indicated that on the day of the blackout,a sudden surge in grid voltage was detected.However,the relevant operating institutions,including the power grid and power plants,failed to respond effectively,which subsequently triggered a severe chain reaction.
It is worth noting that,in response to this incident,the European Union has proposed a new solution—enhancing cross-border power transmission lines.The European Investment Bank has announced the approval of a loan application worth 1.6 billion euros,stating that it will provide financial support for the cross-border power transmission line between France and Spain.According to the plan,the cross-border power transmission line is expected to be 400 kilometers in length,with 300 kilometers located underwater.This will significantly improve the power reliability not only for Spain,Portugal,and France but also for other European countries.
Moreover,the European Parliament has passed a proposal aimed at modernizing the EU power grid,increasing system resilience,integrating renewable energy,and streamlining project permits.It has also emphasized the commitment to invest substantial funds in infrastructure upgrades and to enhance cross-border power transmission capabilities among countries.

As the construction of China's new power system accelerates,photovoltaic(PV)power generation,especially distributed PV,is increasingly being tasked with the role of a main power source.However,its volatility,intermittency and randomness pose significant challenges for large-scale grid integration and full participation in the power market.
Peng Kuan,Deputy General Manager of Domestic Marketing at Pioneering Energy Technology,believes that only the coordinated development of new energy and energy storage can activate the dominant position of new energy.The current proportion of new energy power generation still falls short of the requirements for a"dominant position,"and there is an urgent need for energy storage to enhance the system's regulatory capabilities.
Against this backdrop,the industry has reached a consensus that to adapt to the reform of the power market,new energy companies need to transform from mere equipment suppliers to value creators of integrated energy services.They must build full-cycle,full-industry-chain service and operation capabilities,with a focus on strengthening value-added services for power trading.
